C 61/124, 9 and 10 Henry VI (1430-1432) .

Introduction.

As in the previous rolls, this roll covering two regnal years (1430-2) is filled with licences to transport English wheat to Bordeaux and Bayonne. These give names of English people of varying status, the most highly ranked being the duke of Norfolk and the countess of Arundel. 1 One licence was granted to export rye to Bordeaux and Bayonne. 2 All these licences suggest that English-held areas of Aquitaine were experiencing an acute scarcity of food, caused by ‘French’ devastation of the countryside, as well as difficulties in importing wheat and other victuals from the neighbouring French-held regions. Only two licences, however, were granted to inhabitants of the duchy (Arnaut Constantin of Bordeaux and Bernat Julian of Clairac in Agenais), and one licence was granted to two merchants of Castile. 3

The scarcity of food was accompanied by a parallel scarcity of specie (i.e. coins). According to a complaint of the community of Bayonne, there was there a shortage of silver currency because it was not possible to bring silver to the mint of Bordeaux. As a result, the local population had to use Spanish currencies. The resolution of the matter was a decision by the king and his council to create a mint in the castle of Bayonne, 4 but apparently this was never implemented, echoing previous failed attempts in 1351 and 1423. 5 Profits from the mint were intended to build and repair the fortifications of Bayonne, as were revenues coming from the right of shipwreck which were also granted to the community of Bayonne. 6

Several details are also given in this roll concerning funds detailed to the payment of the troops (20 men-at-arms and 700 archers) under John Radcliffe, the seneschal of Aquitaine, for one year's service. 7 Using his supremacy in England whilst Henry VI was in France, Humphrey, duke of Gloucester, protector in England, exploited his position to obtain lands and revenues in the duchy. He used the opportunity created by the death of Pons VIII, lord of Castillon, to take his lordships for himself, as the heir Pons IX was in the French party. 8 The castle and lordship of Bergerac was entrusted in 1431 to the Englishman Gadifer Shorthose, who have lived in Aquitaine from around 1413, in order to defend it against French partisans in the area. 9 The mayor of Bayonne, Thomas Burton, who had been appointed in 1428 for ten years, obtained the right to appoint a deputy at this office when he was absent abroad for the king’s service. 10

The faithful Gascon knight, who had served both Henry V and VI in the wars in northern France, Bérart de Montferrand obtained from the king the castle and castellany of Agassac (in Médoc) as well as the goods of the late Amaniu Béguey. 11 The esquire Galhart d’Arsac was created by the king a burgess of Bordeaux, a privilege rarely granted to nobles as it implied exemption from the taxes levied on wines by the king-duke. 12 Two Gascons were appointed to offices by Henry VI: the lawyer Arnaut de Cazauvieilh, canon of Bordeaux, as judge of the appeals at the court of Gascony, 13 and Johan Creyssac, burgess of Bordeaux, as controller of the counter-roll of the town hall of Bordeaux. 14

Bérart de Lamothe, lord of Roquetaillade, complained again that the town of Langon was still occupied by some ‘English’ partisans (led by Johan de Habas, son of Menaut de Habas who had retaken it from the French) despite the fact that he was its legitimate lord. The king appointed another commission of oyer et terminer , but nothing came from it. 15

Worthy of note is the embassy composed of two Gascon prelates and the English mayor of Bayonne sent by Henry VI to the king of Aragon Alfons V and his brother Joan, king consort of Navarre. 16

There is a dispute in the king's council about these baronies, lands and lordships, since Henry V had been granted his rights to the late Castellio Pons [VIII] de Castillon, kt , only for his lifetime. By the will of Pons VIII, the young Pons [IX] de Castillon , minor under age, is said to be his heir if he returns to the king's obedience. 4 December 1431 . Westminster . For the mayor, burgesses and the community of the city of Bayonne . 1

Grant at the king's pleasure, with the advice and assent of the king's council, to the inhabitants of the city of Bayonne to mint gold and silver coins in the castle of Bayonne of the same alloy and weight as in the castle of Bordeaux, the master of the mint of Bordeaux being the master of the mint of Bayonne and the profits issuing from this mint being used by the inhabitants of Bayonne for the defence and safeguard of their city, with the proviso that the mayor, burgesses and community of Bayonne pay and support at their own goods all works made by the king for this minting, that they build, at their own costs inside the fortifications of the castle of Bayonne, houses and the other things necessary for minting, and that they appoint a sufficient proctor answering for any issue of this mint, and that they have to account at the exchequer of Bordeaux for its profits used for the fortifications of Bayonne, when requested to do so on the king's behalf. It has been shown to the king by the mayor, burgesses and community of Bayonne that, in this city, there is a great lack of money, since because of the war, no silver can be brought to the king's mint of Bordeaux, so that coins of the kingdoms of Castell' Castile , Portugal , Aragon and Navarr' Navarre and other kingdoms are current in the city of Bayonne, to the great damage of the king and his subjects of Bayonne, with the result that the latter have supplicated the king to provide them a remedy. Grant at the king's pleasure, with the advice and assent of the king's council, at the request of the mayor, burgesses and community of the city of Bayonne , of the use of all the revenues issuing from the right of shipwreck ( wreccum ) received on the coast stretching from the mouth of Bayonne ( la bukkawe de Baion' ) 2 to Fount Rabya Hondarribia , 3 which is at the border of Ispannia Spain , for the fortifications of Bayonne , saving always the right of the king's subjects, or those of anybody entitiled to it by inheritance or by king's grant, in which case the seneschal of Aquitaine has to do justice, with the proviso that mayor, burgesses and community have to account in the exchequer of Bordeaux for the issues of this grant and for their expenses for their fortifications, by a sufficient proctor each time they are requested to do so on the king's behalf. The mayor, burgesses and community of the city of Bayonne have supplicated the king, since various people receive this right of shipwreck without being entitled and to the ruin of the king and his subjects, as well as to the ruin of the merchants and mariners converging on this coast, to have cognizance and jurisdiction of this right and use its profits for the fortifications of Bayonne.
